The day was first recognized on July 9, 2010 due, in part, to U.S. Senate resolution S. Res 513, sponsored by Senators Jon Tester (D-MT) and Richard Burr (R-NC).
Though historically a swing state politically, since the 1988 election, the state tended toward Republican party domination until 2004, when the election of Democratic governor and a return of the legislature to divided party rule temporarily moved the state back into the swing status, solidified by the election of Senator Jon Tester in 2006.
On July 17, 2008 Senators Max Baucus, Jon Tester, and Mike Enzi introduced a bill to award him the Congressional Gold Medal; however, the bill did not garner the required sponsorship of two-thirds of the Senate to move forward Congressional Gold Medal legislation.

Senators Jon Tester and Kay Hagan sponsored two amendments that removed vital local food growers and processors from federal oversight, leaving them –as they currently are – within the existing regulatory framework of state and local health and sanitation laws and rules.
One of these briefs was filed by U.S. senators Kay Bailey Hutchison (R, TX) and Jon Tester (D, MT) and U.S. representatives Mark Souder (R, IN) and Mike Ross (D, AR) asking the Supreme Court to find in favor of the petitioners and rule that the Second Amendment does apply to the states.
The state typically votes for Democrats at the state level, having two Democratic senators: Max Baucus and Jon Tester, as well as a very popular governor Brian Schweitzer.
