One of the most contentious incidents in Saffron's career was his rumoured involvement in the disappearance and presumed murder of newspaper publisher and anti-development campaigner Juanita Nielsen in July 1975.

According to a Sydney Morning Herald report, Saffron's book names former Saffron associate James McCartney Anderson as the chief agent of the conspiracy to silence Juanita Nielsen.
There is also a memorial to Juanita Nielsen (situated within the elaborate Mark Foy family mausoleum), who disappeared in mysterious circumstances in 1975, presumed murdered.
