During World War II he established the Department of Criminal Science in the Faculty of Law, and in 1959 he became the first Wolfson Professor of Criminology.
Between 1977–80, Jenkins worked as a researcher for Sir Leon Radzinowicz, the pioneer of criminology studies at Cambridge.
For born criminals, criminal psychopaths and dangerous habitual offenders eliminatory penalties (capital punishment, indefinite confinement, castration etc.) were seen as appropriate (cf.Leon Radzinowicz/Roger Hood: A History of English Criminal Law, London 1986, pp. 231–387).
