She started her professional career as a teacher at a school in Gierle, but she left the school to work, from 1941 up to 1944, at the department of internal affairs of the Ministry of Labor in Brussels.
A native of Mishima, Shizuoka and graduate of the University of Tokyo, she joined the Ministry of Labor (now part of Ministry of Health, Labour and Welfare) from 1972 until 2004 when she was elected to the House of Councillors for the first time.

Although nine Regional Committees to Fight Child Labor worked to increase coordination among government entities, NGOs, and ILO/IPEC under the framework of the National Action Plan for the Fight Against Child Labor, the Ministry of Labor’s five child labor inspectors were insufficient to cover areas beyond Antananarivo or in informal economic sectors.
