It was masterminded by Girija Prasad Koirala, who would later be elected the Prime Minister of Nepal, to loot the money of Nepal Rastra Bank being carried by plane from Biratnagar to Kathmandu.
During his premiership, the first 5 year plan was started, Nepal Rastra Bank was established and the Supreme Court was also established.

Throughout his career he held several high level positions including senior economist at the UN ESCAP in Bangkok, Thailand; Governor of the Nepal Rastra Bank; Ambassador to Japan; and Minister for Commerce, Supplies, Finance and Water Resources.
