Created by Doug TenNapel and designed by David Perry, the game was developed by Shiny Entertainment and Playmates Interactive Entertainment.
They initially found work for Playmates Interactive Entertainment a then division of Playmates Toys, who were about to release a line of toys called Skeleton Warriors and wanted a video game to go along with the toys and the cartoon series.

FASA was later sued by Playmates Toys and Harmony Gold USA for using designs from Macross (for example, Valkyrie fighters renamed Stinger, Wasp and Phoenix Hawk).
The team of Lavigne Brown produced Teenage Mutant Ninja Turtles art for Burger King, Pez, Konami, New Line Cinema, Colorforms, and Playmates Toys among many others.
