The Credit Valley Conservation (CVC) is a Conservation Authority responsible for the protection and management of the Credit Valley watershed, surrounding the Credit River from its headwaters above the Niagara Escarpment to the point at which it meets Lake Ontario at Port Credit, Mississauga.
That year, he also built a mansion, adjacent to the Mississaugua Golf & Country Club, in Port Credit, Ontario where he would live for the rest of his life.
Barber was born and grew up in Port Credit, which is part of Mississauga, Ontario, just west of Toronto, attending Lorne Park Secondary School before moving to Kingston, Ontario to attend Queen's University, where he volunteered at campus radio station CFRC-FM and performed at campus pubs.
Some of the officers felt they would have to recruit from beyond the bounds of the county in order to be viable, and the Headquarters, A and B Companies were located in a large second story flat at the corner of Pacific and Dundas Streets in West Toronto; C Company was in Brampton and D Company in Port Credit.

In 1806, he left the settlement at Oxford-on-the-Thames and settled on the Credit River near Port Credit, operating "Government House" until his death in 1812.
