He studied in yeshivot (rabbinical seminaries) Ateret Chafetz and Chaim Tzvi, and in the Law and Social Sciences faculty of the University of Belgrano, in Buenos Aires, Argentina, where he served as an assistant professor of public international law.
A scholar specializing in human rights, public international law and international relations, Toope is the 12th President and Vice-Chancellor of the University of British Columbia, succeeding Martha Piper, after nine years of service.
She is known for her work in Public International Law and human rights, and from 2001-2003 she served as a Commissioner on the U.S. Commission on International Religious Freedom (she was nominated by then Minority Leader Richard A. Gephardt and appointed by Congress).
After receiving his first diploma from the Institute of Advanced International Studies of the University of Paris (and being first in his year, 1980), he received a postgraduate diploma in Public Law, specializing in public international law, from the Paris X University Nanterre as well (cum laude, first in year, 1980).
