In 2008, to fulfill its requirements under the Rome Statute, Norway created a new maximal penalty of 30 years for crimes against humanity.
It was eventually scrapped in favour of the with the International Criminal Court Bill which adopted the United Nations Rome Statute of the International Criminal Court.

Panama is also a member of the International Criminal Court with a Bilateral Immunity Agreement of protection for the US-military (as covered under Article 98).
The preamble of the resolution noted recent efforts to bring to an end the use of child soldiers in violation of international law, including the Worst Forms of Child Labour Convention and the Rome Statute of the International Criminal Court which prohibits forced conscription of children under the age of fifteen in armed forces or the participation in war crimes.
According to the Asian Centre for Human Rights (ACHR), the Rome Statute of the International Criminal Court identifies "conscripting or enlisting children under the age of fifteen years into armed forces or groups or using them to participate actively in hostilities" as a war crime.
