During his tenure as the first Minister for Communications and Information Technology he was credited with establishing Egypt's free internet connectivity plan as well as improving public access to computers through low-price computers sold by private producers through the Egyptian Telecommunications Company (Telecom Egypt), which falls under the jurisdiction of the Ministry for Communications and Information Technology.

The city has several public and private schools, hospitals, a large stadium, telecommunication central office of Telecom Egypt, internet service providers, organized trade unions (medical, commercial, agriculture, engineering, etc.), athletic teams, political parties and social organizations and a chamber of commerce.
He was board member of Telecom Egypt from 2000 to 2004 and a board member of Egypt’s Private Public Technology Development Fund (TDF) to support start ups and incubators in ICT from 2002 to 2004.
