Since the September 11 attacks in 2001, the PRC government has strengthened its involvement in multilateral and bilateral 'counter-terrorism' efforts.

In Tibet, authorities sought to curtail the influence of the Dalai Lama by banning all displays of his image, and in 1995, authorities replaced his choice of the number two Panchen Lama with a Beijing-approved candidate.

The uprising was suppressed by Chinese forces, leading to the flight of the 14th Dalai Lama and some 100,000 other Tibetans to India.
