He was transferred yet again in August 2010 to Heilongjiang province, where he was appointed Acting Governor, succeeding Li Zhanshu.

From 1981 to 1984 Wang studied at the Department of Transportation of East China Jiaotong University and then Southwest Jiaotong University.

In March 2013 he was promoted to Communist Party Chief of Heilongjiang, succeeding Ji Bingxuan, who became a Vice Chairman of the National People's Congress.
