In 1824, the Erie project was visited by William Hamilton Merritt and he likely recruited Barrett as resident superintending engineer of the Welland Canal.
Among them are the Merritton Tunnel (under the third Welland Canal), remnants of the three previous Welland Canals and several early industrial ruins, and The Keg restaurant, which is housed in the former Independent Rubber Company / Merritton Cotton Mills Annex.
The Welland Canal between Lake Ontario and Lake Erie, which allowed shipping traffic to bypass Niagara Falls, had been under construction since 1913, and the St. Clair project was seen as complementary to better connect Lake Erie with Lake Huron.
In April 1916, a United States federal grand jury issued an indictment against Franz von Papen, then a senior German diplomat, on charges of a plot to blow up the Welland Canal.
With the closure of many Welland industries and the resultant increase in numbers of persons in need, the downtown area has become home to organizations such as Goodwill and similar service groups, as opposed to significant private enterprise.
