In 1883, on the advice of the Archbishop of Canterbury (Benson) and of the Metropolitan Archbishop of Cape Town (West Jones), Webb accepted his unanimous election as the Bishop of Grahamstown.
Subsequently the area’s Archdeacon and additionally a Honorary Canon of St Mary's Cathedral in Salisbury (now Harare) he was elevated to the Episcopate in 1923 and served his mainly rural diocese for twenty years, followed by a further seven as Chancellor of the Anglican Diocese of Grahamstown.
