He was a research fellow at the University of California, Berkeley in 1952–3, then at the Atomic Energy Research Establishment until 1955, when he was appointed to a lecturership at the University of Reading.

Bell's career began with the UK Atomic Energy Research Establishment, near Harwell, Oxfordshire, known as AERE or Harwell Laboratory.
The Authority became a contractor for the NDA for the decommissioning work at Dounreay, Harwell, Windscale, Winfrith and the JET facilities at Culham.
