Council of the European Union

It considers matters concerning the Common Agricultural Policy, the Common Fisheries Policy, forestry, organic farming, food and feed safety, seeds, pesticides, and fisheries.

Although initiated by a gamble of then-President of the Commission, Walter Hallstein, who lost the Presidency after the crisis, it exposed flaws in the Council's workings.

Following the entry into force of a framework agreement between the EU and ESA there is a Space Council configuration – joint and concomitant meeting of the EU Council and of the ESA Council at ministerial level dealing with the implementation of the ESP adopted by both organisations.

The first EU programme to promote educational exchange and cooperation between educational institutions inside the EU and those outside it was the Tempus programme, adopted on 7 May 1990 by the Council as part of the assistance provided by the European Community of the day to the countries breaking free of Soviet rule.
