The idea was discussed at some length by Willy Ley in Engineers' Dreams, but it was then politically impractical; even the route west of Jordan would have to cross the 1949 armistice line twice.

The idea was revived during the 1980s for the purpose of power generation following the 1973 oil crisis.
The agreement was signed on the Dead Sea by Jordanian Water Minister Raed Abu Soud, Israeli Infrastructure Minister Binyamin Ben-Eliezer and Palestinian Planning Minister Ghassan al-Khatib.

According to then-Minister of Water, Raed Abu Soud, even after the completion of the Disi Water Conveyance Project, the water deficit in 2022 will still be about 500 million cubic metres, highlighting the need for desalination under the Red Sea-Dead Sea canal.
