The film was a follow-up to the series The New Adventures of Jonny Quest (1986) and the earlier TV-movie Jonny's Golden Quest (1993), with the same actors voicing Dr. Quest (Don Messick) and Race Bannon (Granville Van Dusen), and was made as part of a "Year of Jonny Quest" campaign.
The Hillbilly Bears: A situation comedy (inspired by The Beverly Hillbillies) about the Rugg family of hillbilly bears consisting of Paw Rugg (voiced by Henry Corden), Maw Rugg (voiced by Jean Vander Pyl), Floral Rugg (also voiced by Jean Vander Pyl), and Shag Rugg (voiced by Don Messick).
Other Duck Factory employees seen regularly on the show were man-of-a-thousand-cartoon voices Wally Wooster (played by real-life cartoon voice artist Don Messick); comedy writer Marty Fenneman (played by real-life comedy writer Jay Tarses); artists Brooks Carmichael and Roland Culp, editor Andrea Lewin, and business manager Aggie Aylesworth.
Four aliens - Gleep (Paul Williams), Romtu (Don Messick), Scoota (Frank Welker), and Bing (Frank Welker) have been sent to Earth from the planet Mars in order to find a rare material known as "coobi" (which is later revealed to be candy).
Ricochet Rabbit (voiced by Don Messick) works as the sheriff of Hoop N' Holler with his deputy Droop-a-Long Coyote (voiced by Mel Blanc).
