When revolution broke out in Buenos Aires on May 25, 1810, Abascal reoccupied the provinces of Córdoba, Potosí, La Paz and Charcas (in Alto Perú, now Bolivia) and reincorporated them into the Viceroyalty of Peru.

On April 24, 1814 they disembarked at Callao to aid the Viceroy José Fernando de Abascal y Sousa, who had been working arduously to maintain his viceroyalty and the bordering territories under Spanish control.
Due to the exhaustion of both armies in conflict after the long 1813 campaign and the battles of El Membrillar and Quechereguas, the arrival of the English Captain of the HMS Phoebe, James Hillyar with instructions from the Viceroy of Peru José Fernando de Abascal to negotiate with the rebels was considered opportune.
