Changmarín was born in Santiago de Veraguas, Panama, being the second son of an out-of-wedlock union between Carlos Chang, a rich, Chinese-Panamanian merchant, and Faustina Marin, a campesina.
José Luis Rodríguez Vélez (Santiago de Veraguas, 12 March 1915 - Ciudad de Panamá, Panamá, 21 December 1984) was a Panamanian composer, musical director, saxophonist, clarinetist and guitarist.
Born seventh of nine siblings in Santiago, the capital city of the Panamanian province of Veraguas, Roberto Díaz was raised by his parents Anastacio Díaz Jiménez, who was a teacher, and his beloved mother Gregoria Herrera, who worked as a housewife and sold bread and desserts at a local store.

The now much bigger town of Santiago was founded in the mid 17th century by the inhabitants of Santa Fé and Montijo as a base for further colonisation.
