The bridge, named after author and Greenup County, Kentucky native Jesse Stuart, was completed in 1984 and carries Kentucky Route 10 (unsigned) from the AA Highway/U.S. Route 23 intersection to the bridge itself, where it becomes State Route 253 to U.S. Route 52.
Owing to the presence of U.S. Highways 151, 61, and 52, and the nearby Dubuque Regional Airport, the area is home to a growing number of businesses.
U.S. Route 52 passes through Point Pleasant, where it intersects State Route 232.
The locations of the interchanges are: U.S. Route 52 between New Boston and Wheelersburg, State Route 140 near the Portsmouth city limit, Airport Road adjacent to the Greater Portsmouth Regional Airport / Access to Ohio State Route 335 just south of Minford, at Lucasville-Minford Road / County Route 28 near Rases Mountain Drive in Minford, and at U.S. 23 just north of Lucasville.
