It occupies the area north of Skadar Lake, including the entire Zeta Plain, and stretches north into the sparsely populated Dinaric Alps.
Golubovci Urban Municipality (Montenegrin: Gradska Opština Golubovci/Градска Општина Голубовци) is a subdivision of Podgorica Municipality, located in its southern part, and centered around the town of Golubovci, encompasing the southern and western part of Zeta Plain.
Zeta Plain is the site of the Podgorica Airport and the Podgorica Aluminium Plant, which is considered to be the worst pollutant of the Plain.
