Construction of the refinery started in 1938 and was carried out by the M. W. Kellogg Co. with assistance from Solel Boneh, and was completed in 1944.

Under the energetic guidance of Daud Khan, considerable external help was secured for the construction of oil refineries, fertilizer factories, and various agricultural projects envisaged in the then current five-year plan, both China and the Soviet Union having contributed interest-free loans and technical aid.
