The idea of erecting a monument to Otto von Bismarck had been mooted as far back as 1863 by retired Prussian officer Friedrich Schröter (1820–1888), a wealthy landowner in nearby Wättrisch and an admirer of the Iron Chancellor.

The world's first Bismarck tower was erected by private initiative in 1869 in the village of Ober-Johnsdorf, Silesia, then part of Prussia (today Janówek, Wrocław County, Poland).
Despite its name, the tower is actually located in the village of Wilkanowo, Lubusz Voivodeship (Wittgenau in German), 6 km southwest of Zielona Góra.
His greatest success came in 1902 with the commission for a Bismarck tower in the center of Hamburg.
The construction of these towers was also intended to counter the so-called Bismarck cult which had resulted, for example, in the erection of hundreds of Bismarck towers and columns.
There used to be a Bismarck tower on the village's highest point, Prudelberg Hill, erected in 1901 when the area still belonged to Germany.
