The tumultuous General Assembly of the then-ruling New Progressive Party held there in 1983 led to the creation of a splinter party, the Puerto Rico Renewal Party, by then San Juan mayor Hernán Padilla and the defeat of Governor Carlos Romero Barceló in the 1984 gubernatorial elections.
While Hernán Padilla was elected to succeed him, technically, his immediate successor was Carlos S. Quirós, his Vice Mayor who became full Mayor for over a week until Padilla's term began.
In 2009, he was appointed to represent the Puerto Rico House of Representatives on the five-member board of directors of the Puerto Rico Public-Private Partnerships Authority that regulates public-private partnerships in Puerto Rico.

After 1984, he returned to medical practice as a nephrologist, serving at the National Capital Area for Kaiser Permanente.

Pro-statehood votes in 1984 were split between the PRP and the NPP, which renominated Romero, and the Popular Democratic Party was returned to power through the election to an unprecedented non-consecutive second term of Rafael Hernández Colón as Governor.

The Authority is governed by a five-member board of directors, including three appointed by the Governor, one (attorney Luis Berríos-Amadeo) selected by President of the Senate of Puerto Rico, Thomas Rivera Schatz, and another, former San Juan mayor Dr. Hernán Padilla, selected by Speaker of the Puerto Rico House of Representatives Jennifer González.
