It was developed by Dr. Surinder Vasal and Dr. Evangelina Villegas at the International Maize and Wheat Improvement Center (CIMMYT) in the late 1990s.

Surinder Vasal and Evangelina Villegas began their collaborative research in Mexico in the early 1970s while they were working at CIMMYT.
